If it is Base64, this will be easy. Anyways, now for the bytes:
Size: 28.0 KB (28,712 bytes)
Size on Disk: 32.0 KB (32,768 bytes)
I think I know what they meant by symmetry. Like you said, the bottom of the number is a palindrome, so we don't need to do anything with that number since it already mirrors itself. Now I am going to try to use symmetry on the other numbers and use a base64 translator and some other translators. Btw, I'm using this translator:

The new bytecode's clue is phonetic, I think. If interpreted that way, it comes out to this: bk9q9qa4 ... I'm wondering what it means. x: Any ideas? Maybe a megaupload or something, but .. all that stuff's usually case-sensitive. Or maybe just by transcribing it we'll have the next one.

I think that might be something, but I'm not sure. As for the new tweets telling us to decipher something, they're probably referring to bytecode 3. On dolst's site, there's clearly an irregularity with #3. Once we solve it, it will probably look "similar."
Unfortunately, we're a bit stuck, it would seem.

Booyah!! Garbled URL it is!! I just did the columns trick from before. Stack the annotations on top of each other in order of appearance and they spell out:

It looks somewhat like bytecode number 2, and I guess sorta like bytecode 1.
3 is a picture of a speedometer and 4 is a doc file, so I guess they still need to be decoded.
I'm guessing the speedo pic has a rar in it and maybe 4 too, so I'm going to try that now. Hope there's no passwords or if there are they're easy. Wish me luck!
EDIT: Yes! Speedometer pic has embedded rar containing 3rdbytecode.gif. Word doc has a rar in it with two wav files!! :-/ wtf???!!
I have no idea what the passwords are. I tried all the numbers in the speedo pic and none opened the rar.
I tried "Atoning for educability through delicate beauty." from the doc file, but it didn't work either. I'll try variations like caps and stuff, but I doubt it'll make any difference. It's probably a reference to something else but I don't know what.
I guess we wait for the next bytecode, but we still need to figure out those passwords. And I need to go to bed. Long day today, longer day tomorrow. Ugh. :-P
