Each sidewalk slab has a piece of slate embedded in it. Forty pieces of slate in eighteen concrete slabs.

Alright. Now I'm on an actual computer and not my phone. As I said, there are 18 concrete slabs making up the walkway with one massive slab for the plaque for a total of 19. Each slab had pieces of slate embedded in them with 30 pieces in the walkway and 10 in the plaque-slab, making 40 total.
I'm at Panera right now, so the internet connection is acting sluggish, but I'm uploading the photos. In the meantime, the transcription of the plaque:

I noticed something. I don't know if it means anything or if it's just a coinkydink, but there are the same number of numbers per line in the combination as there are words per line on the text... that is, if you count initials as words, which okay now I'm not sure about, but here it is anyway. Maybe each word is assigned to a number somehow? I dunno. Probably nothing anyway. :-/ Anyway, here's what I've got:

Wow, wulf! Great find! There's no way that's a coincidence. I'm trying to figure out what exactly the relation is between the words and numbers. And where, exactly, the slate count fits in...

Alright! Got it figured out! Kinda crazypants, but stick with me and I'll try to explain.
Using what Wulf discovered, and operating under the assumption that the ". 124 17 121 218" part of the 'lock' was .html, my wife and I tried to figure out how to get those letters using those numbers. 124 was already linked to an H, but none of the other letters seemed to match up to anything... Until we used each number as a starting point on the corresponding word. Many of the numbers in the 'combination' were close, but didn't match numbers in the 'lock'. So we just found the number that was closest to a given number but less than and counted up to the 'lock' number.
Example: lock number 224
The number closest to and less than 224 in the combination is 217 which links to the word 'glorious'. Using our theory, we assigned 217 to G, 218 to L, and so on until we got 224, which is S.
Using this, we discovered the 'lock' is 'modestmouselyrics.html.' This is doubly funny because my wife wasn't terribly interested in this puzzle until we started decoding the letters and got 'modest,' at which point she said, "Modest mouse?" (She's quite the Modest Mouse fan, let me tell you!) Naturally, she got interested at this point. :)
The answer to the lyric request on the above page is 'laughharditsalongwaytothe.rar' (from the song 'Paper Thin Walls' on 'The Moon and Antarctica' album) and it contains two files; 7clue.txt and The Key.jpg. The password, I'm not sure. I thought it was the number of slate slabs in the concrete at the site (30 in the walkway, 10 in the plaque-slab), but I tried:

When I try "eighteen" under Windows, 7zip crashes, but it appears to be trying to extract the files. If anyone could try that for me and let me know if it works, I would be very appreciative. Hey tg, I just had a thought. What order are you counting the slabs? I was wondering if maybe:

might have some significance such as far as the "trip back home" part. Maybe count the slabs from the monument first, and then back to where you started? And, no I just tried that and got nothing. I tried your strings of numbers, just backwards. Is it possible you miscounted? Either that or we're missing something obvious. :-/
E: Hey, how many concrete slabs are there again? You've got 21 pictures, but 19 or 20 numbers depending on whether you count the last one with 10. Also, do you have a picture of the 10 spot? I'm sorry, maybe I'm just not awake yet, but I'm having a hard time following the slabs and slate pieces and stuff.
E2: Also, I'm googling anything I can about Rappahannock Industrial Academy, but nothing looks useful so far.

I posted the pics of the sidewalk in order from monument to car (so naturally, photobucket has them listed in REVERSE order). I'm positive the number sequence from car to monument is 3222211221211211211 (10 at the end for the monument). That's 30 pieces in the walkway, 10 at the end. Reverse order would be (10) 1121121121221122223. The first slab (by the car) has 3 pieces in it, but one is kinda small and off to the side, so it might have been missed. I tried replacing that 3 with a 2 both ways and neither worked...
I'll be checking my email today, so if anyone makes any headway, I'll know.

There were 18 slabs in the walkway with one huge one for the monument.

If absolutely necessary, I might be able to squeeze a second trip to the monument, but the slabs had between 1 and 2 pieces in them (save the first which had 3). You can try combinations of 1 and 2 as the password. 18 characters.

I have an idea: I'm going to look for a rar file password cracker that will do brute force but limited to only certain digits. Either that, or just numbers, which shouldn't take too long.
E: I'm going to try this one: http://www.crark.net/ I just hope it isn't riddled with spyware and trojans! lol Normally I wouldn't bother, but since we're operating under the assumption that it's only numbers, maybe it will go fairly quickly. ::crosses fingers::
E2: Okay, I've got crark cracking with a digits-only definition, min length of 18, max length of 21. I don't know if this will take minutes or all night as I've never cracked a rar password before!

I'm back at the hotel now.
So the wife and I decided to go back out there tonight because wulf made me doubt myself. It was a good thing he did. Standing with my wife in the dark in this field, we discovered I had miscounted one of the walkway slabs and the plaque slab.
The correct password is:
9112112221221122223
(The tile count from the main slab back to the car.)
The rar contains 7clue.txt and TheKey.jpg. We leave tomorrow morning. We're going to try to decode this tonight because we think the location in 7clue might be on our way home.
