Anyway, 1clueb.rar password is m1837xa67. My friend went to Williamsburg yesterday and took pictures of anything with numbers on it at the intersection of Armistead and Richmond. The lamp/sign post with the actual street signs had that number on it! It seems to be a Dominion Power pole designation or something, but I entered it in all lowercase and it opened the rar! At the intersection of Armistead and Richmond, there are two statues both witch say "Do Not Enter."
3:00 to '27 is talking about Old Dominion Hall which was built in 1927, which is sandwiched between are two halls named after people named James (Madison Hall 3:00 from Old Dominion and James Blair Hall 9:00 from Old Dominion).
As for the rest. I don't know.
Also, Tucker Hall is named after someone named James AND features the seal that was in the newest video.

You could check out the intersection of Richmond and Armistead in Williamsburg, and see if the directions make any sense:

Based on what someone else said earlier, I think the "guardians' warning" may involve two statues that say "do not enter".
Maybe turn right from there, hence the 3:00. No idea what the gift of '27 is though, unless it's either that building that was mentioned, or there's something else we'd have to be on the ground to see.

Tucker Hall may be a red herring: That crest is probably featured all over the university.

Update from Virginia:
We've established that the two guardians are, in fact, the two statues at Armistead and Richmond and heeding their "do not enter" warning, we go 3:00 (facing the statues) along the side walk. The wall/ledge in front of Monroe Hall says "Given by the Class of 1927." Going 9:00 from there we are either at Monroe Hall, James Blair Hall, or McGlothlin-Street Hall which all fall in the same general line according to this map: http://gisfiles.wm.edu/campusmap/wmmap.pdf
We are going back either tonight or tomorrow morning to verify which it actually is, and what this may mean. There will be pictures soon too.

Directly 9:00 to the gift of 27 is Monroe Hall (named after James Monroe).
